HOLYOKE - Negotiations will begin soon on a new contract for Police Chief James M. Neiswanger who is more than halfway through a three-year deal, Mayor Alex B. Morse said.

"I'm looking forward to coming to Holyoke," Neiswanger, a captain in the Manchester, Conn. Police Department, said Friday. The job was advertised with a salary range of $120,000 to $135,000.
