There is a link for reserving time for the tours. There is no cost per se for the tour after the $7/car fee for park entry. Please do internet search for Yaquina Head lighthouse tours. Site won't let me post directly for you. This will allow you to reserve a time for you and your group. The lessor known Yaquina Bay Lighthouse near the bay bridge in Newport (about 3 miles south) can also be considered. Hours are noon - 4 pm this summer with no entry fee and still good views.
It says open daily on their web site but it would be hard to believe that it is open in Christmas. It appears it would be open during the rest of break.
